Fumihiko Yasuda, the Head of Team NINJA at Koei Tecmo, elucidated in an Xbox Wire interview that NINJA GAIDEN 2 was selected for its robust action gameplay within the series. The addition of "Black" to the title, according to Yasuda, signals to fans that this is the definitive edition, echoing the legacy of NINJA GAIDEN Black from the first game.

Yasuda shared that NINJA GAIDEN 2 Black was inspired by fan feedback gathered during the launch of the NINJA GAIDEN Master Collection in 2021. Fans expressed a desire to relive the experience of NINJA GAIDEN 2, prompting the team to craft NINJA GAIDEN 2 Black.
