Both characters present themselves as suspicious during the ceremony, but there's a clear optimal choice that simplifies the quest considerably.

After the tea ceremony, you should confront Wakasa, as she is the true Golden Teppo of the Onryo. Confronting her directly leads to a straightforward resolution of her identity and results in the easiest way to eliminate her.

When you decide to confront Wakasa, she will invite Naoe to her home to discuss the matter privately. Upon entering her abode, you'll immediately notice a subtle yet telling sign that you've chosen the correct target: the kasa (straw hat) she wore during the prologue as the Onryo hangs on her wall.

Following some dialogue, the scene culminates in Naoe being able to kill Wakasa effortlessly by simply taking her Teppo off the wall and shooting her at point-blank range, swiftly concluding the mission.

What If You Confront Otama in Assassin’s Creed Shadows?

If you mistakenly decide to confront Otama as the Golden Teppo after the tea ceremony, you will still be able to kill Wakasa, but the path will be far more challenging. Opting to target Otama leads Naoe to pursue and eliminate her, but a letter found on Otama reveals her corruption, albeit unrelated to the Golden Teppo.

By letting Wakasa escape, she fortifies herself in Osaka Castle with her soldiers. To reach her, you must journey to the castle, either engaging her soldiers in combat or navigating stealthily around them. If you have unlocked the Osaka Tenshu fast travel point, you can expedite your arrival, though you'll still face standard enemies en route.

Even if you manage to sneak up on Wakasa, a simple assassination won't suffice; you'll need to engage her in at least a one-on-one battle. While the boss fight isn't overly difficult, choosing to confront Wakasa directly from the start avoids unnecessary complications and offers a more satisfying cinematic kill, especially considering her role in Naoe's father's death.
