As of now, Grand Theft Auto V (GTA 5) is already available in Saudi Arabia and the United Arab Emirates (UAE), and has been for several years. There is no official information suggesting that GTA 5 is arriving newly in Saudi Arabia and the UAE ahead of GTA 6’s release. In fact, GTA 5 has long been accessible in these regions through digital storefronts like PlayStation Store, Xbox Store, and Rockstar Games Launcher. However, it's worth noting that: Saudi Arabia and the UAE have recently seen increased access to Western video games due to regulatory changes and the growth of gaming markets in the region.
